It has recently come to the knowledge of His Lajesty's Goverment that Mr. Alfred Luse scott who
was before the war the British Vice-Consul at Yar,
Caroline Islands, although possibly a british mubject, is really an employé of the German Jaluit Compary.
It is possible that this information may be useful
for your guidance as it is also known that Mr. Scott
was in correspondence &B recently as hay last with F. Werner of the German Legation Guard at Peking.
I am, with great truth and regard,
sir.
Your most obedient
humble Servant,
(For the Secretary of State).
